Tell Your Members of Congress to Declare Russia a State Sponsor of Terrorism

Russia’s recent devastating attacks on civilian targets and critical infrastructure in Kyiv, Zaporizhzhya, Dnipro, Lviv, and other Ukrainian cities show why it is critical that U.S. lawmakers declare the Russian Federation a State Sponsor of Terrorism.

S. 4848 & H.R. 8568 designate Russia as a State Sponsor of Terrorism. These bills would condemn not only Russia’s horrific actions against civilians in Ukraine, but also the violence against civilian centers in places such as Chechnya and Syria.

By declaring the Russian Federation a State Sponsor of Terrorism, the United States will take an important stand against these brutal attacks targeting civilians. Please email, call, or tweet your Members of Congress today!

Kick russia Out of the UN

With the current UN Membership, Russia is neither a part of the Security Council or a UN member. Russia is the only country which did not go through the procedure of being admitted into the UN, according to Article 4.

According to Article 23 of the UN charter, Russia is not a permanent member of the UN Security Council!

The UN’s current charter says that the Soviet Union still exists, while Russia is not mentioned altogether.

We demand that Antonio Guterres and the UN DGACM exhibit documents certifying the Russian Federation’s membership in the UN. If such documents are absent — we demand an end of Russia’s fictitious membership in the UN.

Russia should be barred from the UN, as according to Article 4 of the UN charter, only peace loving nations can be part of the UN. Russia must stop waging an aggressive war in Ukraine and return to its internationally recognized borders!

Such a course of action would remove Russia’s UN veto power, which blocks many peaceful resolutions, and restore peace and order to the international community.

Black Sea Security Act

The latest shipments of grain from the port of Odesa highlight the importance of the security in the Black Sea region. With the kremlin wars waged in Georgia and Ukraine, the Black Sea region has seen a large build-up of russian naval forces.

To highlight attention to the importance of the Black Sea region, Sens. Jeanne Shaheen (D-NH) and Mitt Romney (R-UT) introduced S.4509 – the Black Sea Security Act of 2022. The bill seeks “to prevent the spread of further armed conflict in Europe by recognizing the Black Sea region as an arena of russian [sic] aggression.” Additional measures of the bill include:

  • Military assistance to support logistics in the region;
  • Support for food security through economic assistance to the region;
  • Counter russian disinformation;
  • Reduce dependency on russian energy through diversification;
  • Foster greater regional cooperation;
  • Increase U.S. trade and investment in the region;
  • Transition from russian military equipment and promote NATO interoperability; and,
  • Address China’s economic coercion in the region.

The Ukrainian National Information Service (UNIS), the Washington, DC public affairs bureau of the Ukrainian Congress Committee of America (UCCA), urges you to contact your Senators to support S.4509 and advocate for greater support of the Black Sea region. The world has been witness to the security dynamics in the Black Sea region since russia invaded both Georgia and Ukraine. Since the kremlin’s full-scale invasion of Ukraine in February 2022, it had prevented economic transit of grain from Ukrainian port cities, only recently agreeing to allow passage of the export.

The Black Sea is of strategic importance to the United States and its allies in the region. As an informed and concerned American citizen, I appeal to you to co-sponsor S.4509, which would ensure greater Black Sea initiatives with allied countries in the region through security and economic assistance, as well as with enhanced trade opportunities. The continued threat of russian aggression must be deterred to prevent future armed conflict in the region. This bill would address the strategic objectives to enhance security in the Black Sea region.
